			<content:encoded><![CDATA[<p>China&#8217;s drought relief office has called for immediate and intensified efforts to fight drought in provinces in south China, which caused water shortage to 2.47 million people.<br />
As of Wednesday, the drought had affected 18.83 million mu (1.26 million hectares) of farmland in provinces of Jiangxi, Hunan,Guangdong, Fujian, Hubei and Jiangsu and Guangxi Zhuang AutonomousRegion, according to a statement on the web site of the Office of State Flood Control and Drought Relief Headquarters on Wednesday.<br />
About 3.37 million mu of farmland suffered grave drought and 610,000 head of livestock lacked adequate drinking water, said the statement.<br />
The office urged local authorities to take measures to ensure water supply for drinking and irrigation in autumn and winter.<br />
The central government would offer &#8220;a huge amount&#8221; of subsidies to help ease the drought, according to the statement, but no specific figures were available.</p>

Supply and Marketing Cooperatives, which have a history of more than 80 years in China, have served as an important platform for the distribution of agricultural products in rural areas.<br />
Efforts will be made to improve the service, purchase and sale networks for means of agricultural production, agricultural consumer goods and agricultural products to further tap the rural market, said a statement issued after an executive meeting of the State Council, or the Cabinet, chaired by Premier Wen Jiabao.<br />
The government will also reform enterprises owned by the Cooperatives to improve their competitiveness and encourage them to join the industrialization of agricultural products.</p>

The 23-year-old Safina quit her opening match against Jelena Jankovic with a lower back injury with the score at 1-1 in the first set and after only 13 minutes on court.<br />
&#8220;My body just gave up, and I couldn&#8217;t handle the pain anymore,&#8221; said Safina, who had gone back to the top of the rankings Monday, but only with a 155-point lead on Williams.<br />

			<content:encoded><![CDATA[<p>Anyone charging a fee for H1N1 vaccinations will be punished, the National Development and Reform Commission said yesterday.</p>
<p>This comes two days after Health Minister Chen Zhu warned medical institutions across China carrying out the vaccination not to add any charge under any excuse to the inoculation, which is free and voluntary, the commission said in a notice.</p>
<p>The country initiated the inoculation program in late September and so far at least 5 million people have been vaccinated.</p>
<p>Special teams will inspect vaccination sites, including schools and clinics, the notice said.</p>
<p>The commission didn&#8217;t say what punishment would be imposed.</p>
<p>Online criticism has accused some clinics of charging for vaccinations.</p>
<p>While dismissing the accusation on Monday, the Ministry of Health did concede that some clinics asked H1N1 vaccination recipients to also receive other paid vaccines.</p>
<p>Charging irregularities for H1N1 vaccinations exist in other forms.</p>
<p>In Ningxia, home to China&#8217;s largest community of the Hui Muslim minority group, more than 2,000 Muslim pilgrims were vaccinated against H1N1, Xinhua News Agency reported in late last month.</p>
<p>Each person paid 5 yuan (73 cents) to cover &#8220;equipment costs&#8221;, the report said, citing Ma Shouyu, head of religious affairs of Haiyuan, a county in the Ningxia Hui autonomous region.</p>
<p>The free H1N1 vaccination is funded by local governments, so poor areas are more likely to have such irregularities, said industry insiders.</p>
<p>In response, the central government has vowed to give poor western regions financial assistance to ensure vulnerable people are vaccinated for free.</p>
<p>As experts estimate that some 390 million people nationwide are at high risk of the potentially lethal pandemic while only 65 million might be vaccinated by the end of year, some complained about the shortage and unfair distribution which favors government officials.</p>
<p>Currently, the distribution plan for the limited vaccines is decided by local health authorities as the condition varies by region.</p>
<p>The Chinese mainland reported 51,490 H1N1 cases as of yesterday, including eight deaths.</p>
<p>China saw a sudden surge of flu cases since last month and experts have said that the pandemic will not wane until March.</p>
<p>Late last month, the United States declared H1N1 a national emergency while South Korea on Tuesday declared red alert, the highest level, against the pandemic.</p>

			<content:encoded><![CDATA[<p>Myanmar will launch a one-year project to fight malaria disease in country&#8217;s Rakhine state, Bago and Magway divisions under Japanese grassroot grant assistance, sources with the Ministry of Health said on Thursday.</p>
<p>The anti-malaria project, which cost about 3 million U.S. dollars, will be funded by the Sirus Corporation of Japan and the field work is to be carried out by regional health authorities, the sources said.</p>
<p>Myanmar is striving to cut the number of deaths caused by malaria by half in the year 2010 in the wake of that about 700,000people in the country are infected with the disease yearly.</p>
<p>To realize the target, the health authorities are calling for preventive measures against the fatal disease with the participation of the entire people and also with a high level of health awareness.</p>
<p>The preventive measures are outlined as imparting knowledge to the people, using mosquito nets treated with insecticide, cultivating the habit of visiting hospitals and receiving proper treatment.</p>
<p>In February 2007, the Japanese government had extended similar grant aid of 178,822 U.S. dollars to Myanmar to help fight malaria in the country&#8217;s Bago division covering the region&#8217;s eastern and western parts, earlier official report said.</p>
<p>Malaria is among the three diseases of national concern which Myanmar has been encountering. The other two are HIV/AIDS and tuberculosis (TB).</p>
<p>Myanmar treats the three diseases as priority with the main objectives of reducing the morbidity and mortality in a bid to become no longer a public problem and meet the Millennium Development Goals of the United Nations.</p>
<p>In its prevention efforts against malaria, the Myanmar government has distributed 50,000 long lasting insecticidal nets annually since 2000 to hardly accessible areas of national races with up to 400,000 existing bed nets also impregnated with insecticide annually since then.</p>

    Agassi, who revealled drug taking in his new autobiography incurring a wave of criticism, told TV&#8217;s &#8220;60 Minutes&#8221; he needed help when he took the drug.<br />
    &#8220;It&#8217;s what you don&#8217;t want to hear. I would hope along with that would come some compassion that maybe this person doesn&#8217;t need condemnation,&#8221; Agassi said to the interviewer. </p>
<p>    &#8220;Maybe this person could stand a little help. Because that was at a time in my life when I needed help.<br />
&#8220;I had a problem, and there might be many other athletes out there that test positive for recreational drugs that have a problem. So I would ask for some compassion,&#8221; added he.<br />
    In his book &#8220;Open&#8221;, which goes on sale on Monday, the eight-time Grand Slam champion says he used crystal meth in 1997 and failed a drug test, a result he says was thrown out after he lied by saying he unwittingly took the substance.<br />
    But Agassi told &#8220;60 Minutes&#8221; he has no regrets about his disclosures.</p>

    The match was already decided during the first 11 minutes. Leverkusen striker Stefan Kiessling opened the scoring at the 2nd minute, four minutes later Leverkusen defender Stefan Reinarzt doubled the lead.<br />
    In the 11th minute, Kiessling found Derdiyok from the right, and after a great block from Frankfurt&#8217;s Maik Franz, the ball dropped kindly for Toni Kroos who hammered it into top right corner, thus putting Leverkusen 3-0 ahead, with two thirds of the first half still to play.<br />
    After the break, Leverkusen put the icing on the cake with a fourth goal, this time from substitute Lars Bender. Reinarzt picked out Bender with a superb pass, before he then pushed the ball past the oncoming goalkeeper Ralf Fahrmann to make the score 4-0, a scoreline which definitely didn&#8217;t flatten the home side.<br />
    The easy victory makes Leverkusen at the top of the Bundesliga table while Frankfurt slipped to the 10th position.</p>

The development, which is to repair water corrosion and extend the life of the quay by at least 60 years, was originally due to cost £9.5m.<br />
But an Alderney States debate on Wednesday night heard that more funds were to be allocated to it if needed.<br />
The funds include an extra £68,000 for a survey to inspect some previously unknown holes found in the structure.<br />
As well as repairing corrosion, the redevelopment is to provide a longer berth for fuel and cargo vessels.<br />

Those were the words of a security guard trying to keep control as the main gates of the BBC&#8217;s flagship building were besieged on Thursday night.<br />
As BNP leader Nick Griffin aired his views on Question Time, several hundred demonstrators made their feelings very clear outside.<br />
A protest was anticipated and planned for, but the sheer anger of those gathered and their dogged determination to try to break into TVC and prevent filming perhaps came as a surprise.<br />
&#8220;Shame on you,&#8221; they yelled, &#8220;Nazi scum, off our streets&#8221;. The latter chant was presumably for Mr Griffin &#8211; the former, however, was aimed squarely at the BBC.<br />

&#8220;The consequences we propose are legal action; I know some people feel that is not sufficient.&#8221;<br />
She said the detail of the types of legal action to be taken would be included in next month&#8217;s Digital Britain report.<br />
She said that ministers were looking closely at events in France where the government is trying to introduce a &#8220;three strikes and out&#8221; policy for unlawful file-sharing.<br />
However, many in the creative industry are concerned that the onus to take legal action against &#8220;pirates&#8221; will fall on them, and not on the ISPs.<br />
Simon Juden, chief executive of the Publishers&#8217; Association, said: &#8220;A letter threatening another letter is simply not good enough.&#8221;<br />
Ispa has also called on the creative industries to simplify and improve the licensing that is needed for firms to offer legal alternatives to file-sharing unlawfully.<br />
&#8220;Ispa is disappointed that the creative industries continue to advocate legislation on enforcement without considering how the complicated licensing processes that many stakeholders believe are at the root of the problem can be reformed,&#8221; the umbrella group said.<br />
Mr Woodward agreed the film industry had to introduce radical new business models if it were to succeed in the digital age and needed to work with ISPs to become partners in distributing content.<br />
&#8220;There needs to be a better relationship between content providers, ISPS and consumers.&#8221;<br />
He said that ISPs might be willing to consider a graduated response to tackling piracy if content providers were willing to pay distribution fees to ISPs.<br />
&#8220;ISPs would be incentivised to tackle piracy,&#8221; he said. </p>

			<content:encoded><![CDATA[<p>After failing to buy Yahoo outright a year ago, Microsoft has now announced a search and advertising partnership with its former online rival. It&#8217;s an important deal, and not just for advertisers.<br />
Poor Yahoo shareholders. They could have pocketed a cool $44.6bn, or $33 a share, when Microsoft offered to buy Yahoo outright.<br />
Eighteen months on, the shares are trading at just under $16 and they have to make do with the promise that Microsoft will help Yahoo to survive and grow by providing a better search, and thus a better advertising platform<br />
This is not a partnership of love, but necessity. A year ago, I called the proposed Yahoo-Microsoft merger a shotgun wedding, with Google holding the shotgun.<br />
Since then, Google has upgraded its weaponry and extended its lead in search advertising, the one online business model that truly works.<br />
For Yahoo and Microsoft, Google is the enemy who &#8211; Harry Potter style &#8211; must-not-be-named. During their 45 minute conference call neither Ms Bartz nor Microsoft boss Steve Ballmer used the word Google even once.<br />
Instead they spoke of becoming &#8220;a strong number two competitor in the market&#8221; and the need to create a credible alternative for advertisers.<br />
Indeed, advertisers will only be too happy to bolster the Microsoft-Yahoo partnership. Whether small online retailers or advertising giants like WPP, many were worried about Google&#8217;s near-monopoly in the search advertising market.<br />
Competition will not only keep Google on its toes, but should help to control prices as well. </p>
