Betrug bei Ostsee-Immobilien richtet Schaden von mehreren Millionen Euro an

Mit Schein-Immobilien am Timmendorfer Strand hat ein Hamburger Kaufmann Interessenten, Architekten und Makler gefoppt – und einen Schaden in Millionenh?he verursacht. Die Lübecker Staatsanwaltschaft hat die Ermittlungen aufgenommen.

Wohnen, wo andere Urlaub machen – diesen Traum vieler Menschen machte sich ein Hamburger Gesch?ftsmann zunutze. Er warb mit dem Vorhaben, 60 Wohnungen im beliebten Küstenort Timmendorfer Strand bauen zu wollen. Mit einem notariell beglaubigten Kaufvertrag für das Grundstück beauftragte er eine Timmendorfer Maklerin, die Immobilien an den Mann zu bringen – für einen Kaufpreis zwischen 70.000 und 150.000 Euro. über 100 Interessenten leistete so bereits eine Vorauszahlung von 30.000 Euro.

Doch nicht nur K?ufer und Makler fielen auf die Masche herein, auch Architekten und Bauunternehmer geh?ren zu den Opfern. So entwarf eine Architektin erste Bauzeichnungen und Modelle der H?user, ein Abrissunternehmer entfernte ein altes Bauernhaus vom Grundstück.

Erst als sich die Bauarbeiten immer weiter hinausz?gerten und eine Baufirma, in deren Name der Betrüger auftrat, Insolvenz anmelden musste, kamen erste Zweifel am Projekt auf. Die Maklerin erstattete Anzeige, doch der Mann war nicht auffindbar – seine Hamburger Adressen waren lediglich Briefkastenfirmen.

Die Geprellten von Timmendorf sind aller Wahrscheinlichkeit nach nicht die einzigen Opfer. Auch in der Türkei, auf Sylt sowie Mallorca hat die Firma Schein-Immobilien in Spitzenlagen angeboten.

Der neue Berliner Mietspiegel ist kaum eine Woche auf dem Markt und schon ist er nach Ansicht des Maklerverbandes IVD Berlin-Brandenburg e.V. inakkurat und veraltet. Grund genug für die Makler, einen eigenen Marktmietspiegel herauszubringen – um die vom offiziellen Mietspiegel abweichenden und vor allem h?heren Mietpreise bei Neuvermietungen zu erkl?ren.

Mit dem ?Marktmietspiegel für Geschossbauwohnungen in Berlin“ w?hnt der Maklerverband die hilfreichere Publikation aus seiner Feder. Einerseits sei er mit dem Stichtag 01.06.2009 deutlich aktueller, andererseits gebe er einen ?umfassenden überblick über das Geschehen am Mietwohnungsmarkt in Berlin“ mit den ?tats?chlich im Markt erzielten Neuabschlussmieten“.


Lange wurde um den neuen Berliner Mietspiegel gerungen, bis schlie?lich auch die Mieterverb?nde das Werk unterzeichneten. Konsens allerseits, was die ortsüblichen Mieten angeht? Weit gefehlt – der Senat hat die Rechnung scheinbar ohne die Berliner Makler gemacht. Diese wurden nach Ver?ffentlichung des Mietspiegels vermehrt von Wohnungsinteressenten auf die frappierende Differenz zwischen den Angaben des Mietspiegels und den Neuabschlussmieten aufmerksam gemacht. Teilweise liegen diese sich um bis zu 20 Prozent über den offiziellen Werten des Mietspiegels. Schuld an der Konfusion tr?gt nach Ansicht der Makler der Mietspiegel, schlie?lich sei der weder aktuell noch gebe er das Marktgeschehen wieder.

Bereits jetzt hat sich die Post von den meisten ihrer Immobilien getrennt und ist mit ihren Filialen bereits jetzt nur noch Mieter. Die Mitarbeiter der Filialen sollen in anderen Bereichen des Konzerns eingesetzt werden, es soll keine betriebsbedingten Kündigungen geben.

Jay Adelson, CEO of social news company Digg, has used a BusinessWeek interview to attempt to quash those long-standing acquisition rumors. From what he said, Digg is not for sale.

Digg raised a whopping $28.7 million in Series C funding in September, which Adelson and Rose said would go toward fueling a major site expansion. The company didn’t disclose a post-round valuation, but VentureBeat heard that it was only $164 million–significantly less than the $250 to $300 million prices that were oft-whispered about in Valley social circles.

Not for sale? Riiiiiight.

That, honestly, wouldn’t be such a bad idea. Digg’s biggest problem isn’t user activity–it has one of the most loyal and addicted audiences on the Web–but the fact that its core user base is very niche. It experienced a surge in political traffic as election season rolled on, but its core is geek news; hot topics right now are screenshots from the movie Wolverine and airborne laser weapons.

Adelson even remarked to BusinessWeek that buying some of these smaller social news sites could help make Digg stronger, especially now since the recession may make some of them dirt-cheap. “There are Digg clones around the world in every country,” he said to Ante. “I could go into those markets and clean up those sites. If I needed more capital to do a deal, I could probably do it.”

“Now I am pressured to keep costs reasonable and focus more on the top-line revenue, which we really haven’t done ever,” Adelson said to BusinessWeek’s Spencer Ante, saying that he now hopes to make the company profitable in one year instead of two.

Here’s my theory: The longer Digg waits for the perfect bid, the longer it’s in danger of having its valuation chipped away. The truth is, it’s not very difficult for a site to institute a “social news” feature or other form of Digg-like interaction. Current Media, after Digg spurned an acquisition offer, built Current News and now aggregates user-picked stories into an hourly TV show. Yahoo built Yahoo Buzz, which can propel stories to the front page of its portal. Some Google users occasionally report seeing experimental features in which they can vote on search results. There are smaller ones, too: Reddit, which sold early to Conde Nast, is still alive and kicking. A start-up called Kirtsy puts a girlier spin on the Digg model.

It’s an old (ha) Silicon Valley maxim that any company is for sale, assuming the right buyer comes along and offers the right deal. What’s likely is that Digg has come to realize that in this economic climate, it’s not going to get the price that Adelson and founder Kevin Rose want.

Can’t you just save it yourself?

Getting directions is quick and easy.

Instead, Yahoo Maps offers a well-designed page that I found simpler than its competitors in one respect: it didn’t require me to click an extra button to get directions. In its place, the site features two search boxes, which make it quick and easy to find directions and go about my day.

Live Search Maps
Although Microsoft has struggled to keep up with Google in the search space, I was impressed with Live Search Maps. It might not offer the kind of functionality Google Maps provides, but it’s certainly a viable alternative.

Google Maps is simple and fast, elegant and useful. It’s the best mapping solution on the Web. Period.

But now that I’ve completed my research of the four major services–Google Maps, Live Search Maps, MapQuest, and Yahoo Maps–I’ve come to a staggering conclusion: I’d only consider using one of those apps.

Yahoo Maps also performed well when I searched for directions around town. In fact, it returned all the same routes as Google Maps, which provided the best directions of any service in this roundup.

But the beauty of Google Maps goes beyond directions. Its satellite imagery is outstanding and the most up-to-date, based on my testing, and the service’s live traffic feature, which offers real-time traffic data throughout the day, is a welcome addition that provided generally accurate information. But my favorite feature is Street View. As I look for a new home, it’s an ideal tool to help me determine if I want to live in a particular neighborhood without going there myself.

In almost every respect, Yahoo Maps, as a Web application, is equal to Google Maps. But with over 70 percent market share, Google Search is a top destination on the Web. And while people are busy inputting queries into the search engine, a Maps link is always waiting at the top of the page. If those users are looking for a business or directions to someone’s home, it’s much easier to click that link and use Google’s tool than surf to a competing service.

Much like Google Maps, Live Search Maps is simple to use and elegantly designed. I especially liked the menu to the left of the map, which provided me with options to find a specific place on a map, get directions, or share those with others.

Yahoo Maps was my favorite mapping solution years ago before I discovered Google Maps. And in that time, it hasn’t changed substantially. But based on my testing, it doesn’t need to.

Worse for competitors, the Google Maps API is being used by thousands across the globe who find unique ways to fit Google Maps into their businesses or personal lives. Sure, competitors like Yahoo offer an API too, but they’re not nearly as popular or widely used as Google’s.

Google Maps is easily distinguished in the market by its design. Once you surf to the company’s Maps page, you’re immediately presented with a search box to input an address. If you want to get directions from one place to another, it’s as simple as clicking the “Get Directions” button and inputting another address.

Different Directions: Online mapping services are changing

Over the past few weeks, I’ve been using online mapping services more often to figure out which is best for me in a pinch.

Live Search Maps has a useful menu feature.

To evaluate its accuracy, I queried Google Maps to find the best route between two addresses I’m familiar with. The service performed beautifully and delivered perfect directions. I then mapped a route from my home to West Palm Beach, Fla.–a trip I’ve made on a few occasions–to see if it could determine ideal directions over a long ride. Once again, it cut down on wasteful driving and delivered the most direct route.

And in recent years, that has become a major issue for Google Maps competitors. How can they stymie Google’s growth if users are already using other Google services and find it quicker to use Google Maps instead of their tools? I don’t have the answer. And I’m not sure Google’s competitors do either.

Microsoft’s “Bird’s Eye” feature is outstanding, and Live Search Maps responded quickly to requests to zoom in on certain locations. Unfortunately, Microsoft’s 3D mapping feature, which allows users to see locations in 3D, only works with Internet Explorer, so as aFirefox user, I wasn’t able to test that out. That’s annoying.

MapQuest’s response time is much slower than Google Maps and much like its homepage, the maps show too much information, turning them into a mess. It’s also unfortunate that the site requires users to click a “save” button for it to remember a search. Its competitors do that automatically.



When I input directions to locations I know the best routes for, I was generally pleased. That said, there were a few occasions when the directions sent me to a different highway exit or to wrong streets before getting me to my destination.

The first thing that struck me about Yahoo Maps is how simple it is compared to the rest of Yahoo. I’ve often taken issue with Yahoo’s cluttered homepage, but Yahoo Maps doesn’t suffer from that problem.

But not everything MapQuest offers is sub-par. Its driving directions are generally on point, and when I searched for directions around town or to Florida, they provided ideal routes. I also like that the site now features an extremely large map. It’s a simple thing, but it really does add to the site’s overall usability. Unfortunately, almost everything else on MapQuest detracts from that usability.

MapQuest’s new homepage aims at making the once-cluttered site more usable. In some respects, it works. It is much easier to input directions, and finding locations is as simple as inputting a company’s name into the search box. But unlike Google Maps or even Live Search Maps, which offer simple page designs, MapQuest’s homepage is inundated with distracting ads, links to local events, and other features that I don’t care about.

MapQuest has undergone a series of changes over the past few months in an attempt to improve its standing in the market. And although I applaud the company for trying, I’m simply unsatisfied with what it offers.

DHS needs fresh ideas on cybersecurity, experts say

The Department of Homeland Security is too reactionary to cybersecurity threats, policy experts said Wednesday, and needs to develop stronger incentives for the private sector to take preventative measures against cyberthreats.

“The key point to understand is when we’re looking at government surveillance, we need to know the reason for it,” Rotenberg said. “If it’s purely for security purposes, we would say that’s OK, but it has to be solely for that purpose with a means of accountability.”

Regardless of how the government encourages network managers to protect their systems, it will be critical for the private and public sector to work together, panelists said.

The country also needs to take a more forward-looking approach to cybersecurity, the panelists said. Privacy implications should be considered from the very start of the development of security technologies, said Carol DiBattiste, senior vice president of privacy, security, compliance and government affairs for LexisNexis Group. Then, the government can develop policies around the technologies.

Those incentives could be legislative, he said, such as encryption requirements for electronic health records.

A more forward-looking approach should also include some creative thinking, Rotenberg said, such as devising ways to verify a person’s identity without revealing their personal information.

If the private sector and private citizens are expected to cooperate with the government’s cybersecurity efforts, it needs to trust them, panelists added. That requires more accountability and clearer missions for programs like “Einstein 2,” the department’s new intrusion detection system.

“There ought to be more thinking of a strategic vision not just for the (Homeland Security Department) as a whole, but for each of its initiatives,” Cate said. “What are the 10 top cybersecurity threats? Let’s deal with those. The impetus to do something should not be stronger than the impetus to do something intelligent or thought through.”

“We’re going to need encouragement so that there are incentives in place to invest the money necessary to make sure your machines are up to date, patched, and firewalled,” said Fred Cate, director of the Center for Applied Cybersecurity Research at Indiana University. “Increasingly we need to worry about security as something we can convince others to engage in.”

“I personally don’t believe you can designate some person and say, ‘You’re responsible for securing the nation’s computers,’” said Marc Rotenberg, executive director of the Electronic Privacy Information Center. “At the ground level, we’re going to have the right system of incentives.”

Cash for Clunkers could raid renewable-energy loans

The money to fund an extended Cash for Clunkers program could come at the expense of renewable energy companies.

The Renewable Fuels Association, the main lobbying organization for the ethanol industry, put out a statement on Friday to indicate it is “concerned to see the program paid for by depleting the renewable energy loan guarantee program.”



The program has been popular with consumers as well as politicians who see it as a way to revive bleak auto sales. However, the House proposed paying for the extension by using $2 billion approved in the stimulus package for loan guarantees for renewable energy, which may not sit well with energy project developers.

“If Congress decides to extend this initiative, I believe we must not rob from the loan guarantees we provided through the recovery package that, in the long term, will shift our country to home-grown, renewable energy while creating good ‘green collar’ jobs,” Bingaman said, according to a Reuters report.

At a press conference, President Obama on Friday said that the he expects Congress and the White House to work to return funding the loan guarantee program “down the road.”

Senate Energy Committee chairman Jeff Bingaman said on Friday that he opposed using the Department of Energy’s loan guarantee program to fund the Cash for Clunkers program. The Senate is expected to take up the measure next week.

Altogether $6 billion was provided for Department of Energy loan guarantees. Those loan guarantees would be made available to finance construction of large solar or biofuels projects. Project financing has become particularly difficult because of the credit crunch.

The House on Friday overwhelmingly passed a bill to extend the program which gives consumers up to $4,500 for trading in old cars for new, fuel-efficient ones with an additional $2 billion. The initial $1 billion set aside is said to be already or nearly exhausted.

Speaking on the House floor, Speaker Nancy Pelosi also voiced her concern and said that she hoped those renewable energy loan guarantee funds would be restored.

Floatplane crashes off Canadian west coast, six missing

Six people were missing but two were rescued after a floatplane crashed off Canada’s west coast Sunday afternoon.

The crash happened at 4:10 p.m. local time (0010 GMT, Monday) off Saturna Island, a small island between Vancouver Island and the mainland of the western province of British Columbia (BC), when the plane was heading for Victoria, the capital city of BC in the Vancouver Island, according to search and rescue officials.

Officials of the Joint Rescue Coordination Centre Victoria said two people, including the pilot and a female passenger were pulled out of the frigid waters by 5:30 p.m. (0130 GMT, Monday) while rescuers were searching for the other six passengers including an infant, who are feared dead.

Search efforts continue even in darkness with several surface vessels and two aircrafts and are expected to be suspended later Sunday and resume Monday morning, officials said.

The cause of the accident was unclear. Witness said the plane made a loud noise like a muffler backfiring and nosedived into the water.

Thailand announces breakthrough in HIV vaccine development

Thailand on Thursday announced the breakthrough in the HIV vaccine development — the first time ever that there is evidence that HIV vaccine has preventive efficacy.
“It is found that the vaccine has 31.2 percent efficacy in reducing the risk of HIV infection,” Thai Public Health Minister Withaya Kaewparadai told a press conference in capital Bangkok.
Withaya presided over the official announcement of the outcome of the HIV Vaccine Phase III Trial.
The Public Health Ministry conducted the study, which used strains of HIV common in Thailand. Sponsor of the trial is the US Army Surgeon General, with funding support from the National Institute of Health and US Army Medical Research and Materiel Command, while sanofi-pasteur and GSID provide candidate vaccines for the trial.
With field research works implemented by Thais and deemed the world’s largest HIV vaccine study, with the trial of 16,402 Thai volunteers, has now been completed in central provinces of Chonburi and Rayong, Withaya said.
Withaya said although the efficacy rate is not high enough for use, this nonetheless constitutes significant knowledge that can be applied to improve HIV vaccine efficacy in the future.
“All these will form an important foundation for further HIV vaccine development in Thailand in the future,” said Doctor Paijit Warachit, Deputy Health Permanent Secretary.
Meanwhile, Doctor Mom Luang Somchai Chakkrabhand, Director-General, Department of Disease Control, said that “HIV vaccine development must be accompanied by intensive application of other preventive measures.”
The Department of Disease Control is committed to HIV vaccine development in collaboration with networks of researchers in Thailand and internationally aiming to an appropriate HIV vaccine accessible for people, Doctor. Mom Luang Somchai said.
The Phase III Trial of HIV vaccine demonstrates collective efforts and a common understanding that HIV prevention is everybody’s concern, and which requires participation of all sections at national and international levels in search of additional preventive measure.
